Moraga sits entirely in the East Bay hills with no freeway access. Every vehicle in and out of town travels Moraga Road or Canyon Road - two-lane routes that wind through steep, curving terrain with limited shoulder space. When a vehicle breaks down or is involved in a crash on these roads, there is no easy way for help to bypass traffic.
